The semiconductor industry is at the centre of the policy shift. South Korea is home to major global chipmakers and plays a critical role in the production of memory and other advanced semiconductor technologies used across artificial intelligence, consumer electronics, data centres and industrial systems.
The protection of intellectual property and commercially sensitive technology has become increasingly important as governments compete to secure control over critical supply chains. Semiconductors are now treated not simply as commercial products but as strategic assets linked to national security and economic resilience.
South Korea's decision therefore places technology protection within a broader global trend towards tighter controls over sensitive industrial capabilities.
The revised espionage framework also reflects the changing nature of technological competition.
